In many countries, open and distance education is perceived as a way to meet the growing need for higher education. This paper explores the development of online and distance education in three countries that are still a white spot on the landscape of international distance education research although they have implemented elaborated distance education systems: Turkey, Russia and Saudi-Arabia. In order to understand the current state of distance education systems in the three countries, their respective systems are described from a historical perspective, compared in regard to their organization, important institutions for open and distance education and current developments. This comparative analysis directs the focus on little investigated education systems and contributes to an enhanced understanding of their past, present, and future. Altbach, P. Stock, Raum B 01 Big Data has been fiercely replacing former identities with digital identities for humans, animals and artefacts. Geopolitical and epistemic centres have further multiplied. The global temperature of the planet continues to increase, as do global emissions of CO2. Modern nation-states have become more unstable even as we see the tentative emergence of new collectives and solidarities.

De-constructing crisis: post-war modernist housing estates in West Germany and Austria more. This article examines the crises of post-war modernist housing estates in West Germany and Austria, illuminating the key differences that emerged despite the strong similarities in terms of urban design and share in overall housing stock This article examines the crises of post-war modernist housing estates in West Germany and Austria, illuminating the key differences that emerged despite the strong similarities in terms of urban design and share in overall housing stock.
With an analysis of the different framing and narration in the professional discourse between and , the paper reveals that the estates served as a battleground for negotiating broader socio-political questions, resulting in different politizations of the estates. By deciphering the complex and partly contingent entanglements between the built form and politics, the paper contributes to research on post-war modernist housing estates and to the reassessment of these urban structures.

Journal of the Society of Architectural Historians 1 March ; 74 1 : 87— Through an analysis of articles published in the journal as well as primary source documents, Emily Pugh investigates the reception of newly built housing developments in East Germany by a group of influential socialist architects, historians, and critics who were then writing for Deutsche Architektur.
When one considers that in the twenties and early thirties Germany was the country of modern architecture, this is even more regrettable. First, it represents a negative and public assessment of the architectural policy of a state known for its aggressive suppression of this kind of critique. Yet the buildings constructed during this period, in, for example, the eastern GDR factory town of Hoyerswerda, seem to bear the clear influence of prewar pioneers of modern design, such as Walter Gropius, Ludwig Mies van der Rohe, or Ludwig Hilberseimer Figure 1.
What, then, did Geyer and Hoffmann mean by their charge? How were they able to level it within the generally repressive environment of GDR architectural discourse? And, finally, what kind of architecture would they have preferred? In the period from the early s to the early s, the official focus within GDR architectural policy had shifted from developing a national building style to, instead, an intense focus on the mass production of buildings, especially housing and the creation of a modular system upon which all construction in the country could be based.
Within professional circles, Deutsche Architektur , the journal of the East German Building Academy, was an important venue for debates about the course of architectural development in the GDR, particularly in the housing sector Figure 3. Our experts and eminent guests talk about Europe’s role in the world. It may also be a way to confront its EU partners with their military responsibilities. On a reasoned proposal by one third of the Member States, by the European Parliament or by the European Commission, the Council, acting by a majority of four fifths of its members after obtaining the consent of the European Parliament, may determine that there is a clear risk of a serious breach by a Member State of the values referred to in Article 2.
Article 7 ex Article 7 TEU 1. This is done through dialogue with the EU country concerned. The framework establishes a three-stage process. If no solution is found within the rule of law framework, Article 7 of the TEU is the last resort to resolve a crisis and to ensure the EU country complies with EU values. Rule of law backsliding is not exclusively a member state matter. It was introduced into the Lisbon Treaty at the instigation of those member states who supported a bigger role for the EU on defence matters.
